Windows 2003 HyperV VPS is Experiencing Negative Ping Times or Extremely Long Ping Times

Issue

When you are on your Windows 2003 Cloud Server, you receive negative ping times or extremely large ping times when pinging a server from the VPS.

Possible Cause
This is caused by a bug in the HyperV hypervisor.  Each physical processor maintains its own independent clock which is synchronized independently of each other.  This issue occurs when the HyperV hypervisor is pulling time data from two different CPU clocks.

Resolution
  1. Right-click on My Computer > Properties.
  2. Click the Advanced tab.
  3. Click the Settings button under Startup and Recovery.
  4. Click the Edit button.
  5. Type /usepmtimer at the end of the Operating System line (it should look something like this…) multi(0)disk(0)rdisk(0)partition(2)\WINDOWS=”Windows Server 2003 for Small Business Server” /fastdetect /NoExecute=OptOut /usepmtimer.
  6. Click Save and OK.
  7. Reboot the server.
